1 About the programme

The Programme aims to identify challenges faced by public sector institutions in Montenegro that can be addressed through innovative technological solutions. The selected challenges will serve as the basis for the second phase of the Programme, in which companies and research organisations will propose innovative solutions.

The Programme focuses on digital transformation and modernisation of public administration, more efficient delivery of public services, reducing operational costs, improved resource management, and increasing the satisfaction of citizens and businesses.

 
 
 

2 Eligible applicants

Eligible applicants are public sector entities in Montenegro, including:

  • direct and indirect budget users, state administration bodies, public agencies and funds established by the Government of Montenegro;
  • local self-government units;
  • the Central Bank of Montenegro;
  • public enterprises with majority state ownership and other legal entities over which the state exercises control of more than 50% of the capital or voting rights.

The proposed challenge must address a problem that significantly affects the operations of the public entity and/or the quality of services, for which there is no adequate existing market solution, and which has the potential to be addressed through the application of modern technologies.
