Results of the Public Call for the Programme to Fund Innovative Solutions in the Public Sector – Phase II, 2026

The public call for the second phase of the Programme for Financing Innovative Solutions in the Public Sector – GovTech 2026 was open from 2 February to 13 March 2026. A total of 141 project proposals were submitted to develop innovative solutions to public sector challenges.

The project proposals underwent a multi-stage evaluation process, which included an administrative check, an assessment of technological readiness and expert evaluation. The assessment considered applicants’ operational capacities, the relevance and innovativeness of the proposed solutions, the implementation methodology, budget and financial sustainability, as well as the potential for practical application, sustainability and scalability.

Following the completion of the evaluation process, 16 projects were selected for funding, to be implemented in cooperation with 18 public institutions.

The initial budget allocated for the second phase of the programme amounted to EUR 2,000,000. Due to the number of projects recommended for funding by the Expert Commission, the budget was increased. Additional funding was secured through the Fund’s initiative to strengthen existing programmes, within the Innovation Ecosystem Development Plan, using resources from the Investment Programme of Special Importance for the Economic and Commercial Interests of Montenegro.

The Innovation Fund of Montenegro approved EUR 2,206,314.00 in funding for the selected projects, while grant beneficiaries’ contributions amount to EUR 541,984.37. The total value of the projects is EUR 2,748,303.31.

The selected projects cover five thematic areas: public services, digital government, smart infrastructure, a safer Montenegro, and digital development and tourism.

Details of the selected projects are available below.

Project name

GOV-017 – Digitalisation of the Laboratory Process for the Analysis of Food, Animal Feed and Environmental Samples

Project description

Public Entity: Centre for Ecotoxicological Research (CETI) Challenge: Sample reception, data entry, document exchange and archiving of results are largely carried out manually. This slows down the flow of information, increases the risk of errors and makes it difficult to track samples throughout the entire analysis cycle. Solution: A unified digital system will connect sample reception, tracking and processing, report generation and verification, and automated report distribution. The status of each sample will be visible in real time. Expected Change: Results will be available more quickly, with a reduced administrative burden. CETI and the relevant institutions will have better process control, a lower risk of errors and a stronger basis for protecting consumers, the environment and public health.

Patient data is fragmented, and healthcare professionals lack the tools needed to identify high-risk cases at an early stage. Solution: An integrated system for personalised cardiovascular health management is being developed. It will use data from healthcare records to assess risks, provide early warnings and support clinical decision-making. The system will also include a digital assistant offering recommendations, reminders and educational content. Expected Change: Patients will benefit from more continuous monitoring and greater control over their health, while healthcare professionals will receive support in identifying risks earlier and making timely decisions.
