The Innovation Fund of Montenegro is publishing the list of approved challenges under Phase I of the GovTech Programme, following the Public Call published on 1 September 2025.
The Public Call was open until 10 October 2025 at 15:00, and a total of 91 challenges were submitted. Following the administrative review and evaluation by the Commission, 76 challenges were selected for further development under Phase II of the programme, 12 challenges were rejected, while 3 applications did not meet the administrative eligibility requirements.
Under Phase I of the GovTech Programme, public sector entities had the opportunity to submit specific challenges within their respective areas of responsibility for which no adequate market solution currently exists, but which were considered suitable for addressing through innovative solutions.

We invite companies to familiarize themselves with the published challenges and assess which of them they could address through the development of innovative solutions. The approved challenges will be the subject of the Public Call for Phase II of the GovTech Programme, which is planned for publication in January 2026. Phase II will provide grants for the development and testing of solutions addressing the identified challenges in the public sector.
Approval of challenges under Phase I of the GovTech Programme does not imply funding for all approved challenges. Projects addressing the challenges under Phase II will be subject to evaluation by an international Commission, in accordance with predefined criteria, based on which the decision on the allocation of financial support will be made.
