1 About the programme

This programme is designed to support early-stage research and innovation by providing pre-commercial funding for the technical and commercial validation of innovative concepts, while strengthening the research, development and innovation capacities and capabilities of the private sector and research institutions.

Key Objectives

  • Providing evidence that a new process or technology is feasible and has potential for commercial application;
  • Providing investors with confidence that the process is technically feasible and that the prototype functions;
  • Reducing technical and commercial risks, identifying the most appropriate commercialisation strategy, and initiating intellectual property protection;
  • Increasing the development and introduction of innovative products or processes resulting from applied research and development activities;
  • Strengthening the innovation development capacities and capabilities of the private sector.

Grant Amount and Co-financing Rate

Minimum amount: EUR 20,000.00

Maximum amount: EUR 40,000.00

A) The maximum state aid intensity for the private sector is:

  • Micro and small enterprises – 70%;
  • Medium-sized enterprises – 60%.

B) The maximum state aid intensity for applicants meeting the definition of a “research and knowledge-dissemination organisation” is up to 90% of eligible project costs.

Eligible Costs

  • Personnel costs (gross 2) for employees of the applicant and newly recruited employees;
  • Costs of external research services;
  • Costs of materials and small inventory required for project implementation;
  • Costs of instruments and equipment;
  • Business travel costs related to project implementation;
  • Costs of market analysis, feasibility studies, commercialisation studies or plans, as well as intellectual property verification and protection;
  • VAT on eligible costs for which the applicant is unable to claim a refund;
  • Indirect costs.
 
 

2 Eligible applicants

1. Companies falling into one of the three categories:

Micro enterprises < 10 ≤ €2 million   ≤ €2 million
  • must comply with the definition set out in Annex 1 to the GBER Regulation;
  • must be registered in the Central Registry of Business Entities of Montenegro;
  • must have their registered office in Montenegro;
  • must have fulfilled all obligations regarding the regular payment of taxes and contributions;
  • must not be undergoing pre-bankruptcy or bankruptcy proceedings, liquidation proceedings, have suspended regular business activities, or be in a similar situation in accordance with national legislation;
  • must have a positive equity value in the balance sheet as of 31 December 2024;
  • must not have received financial assistance from national or international public sources or donor programmes for the same activities covered by the project proposal. If the applicant has applied for state aid from other providers for the same eligible costs, it must submit a statement indicating the amount and status of such support.

2. Research organisations whose primary objective is to independently conduct fundamental research, industrial research or experimental development, and which are registered in the Register of Centres of Excellence, Licensed Institutions and Organisational Units maintained by the Ministry of Education, Science and Innovation.

4 How to apply

The applicant must first register on the Fund’s portal via www.programifonda.me.

The account registration request is automatically approved, after which the applicant receives the necessary login credentials by email. Once registered, the applicant can submit the application directly through the portal.

Specific to the Call

The implementation period for selected projects is a minimum of 4 and a maximum of 12 months.

The programme will support projects at an early stage of technological readiness, from TRL 3 to TRL 4.

The selection criteria assessed by the evaluators are:

  • Project – objectives, purpose, expected results and feasibility of the proposed research;
  • Level of innovation of the project;
  • Assessment of market potential;
  • Operational capacities of the applicant.
