The Innovation Fund of Montenegro publishes the list of approved challenges under Phase I of the GovTech Programme, following the Public Call published on 1 September 2025.
The Public Call was open until 10 October 2025 at 15:00, and a total of 91 challenges were submitted. Following the administrative eligibility check and evaluation conducted by the Commission, 76 challenges were selected for further development within Phase II of the programme, 12 challenges were rejected, while 3 applications did not meet the administrative eligibility requirements.
Within Phase I of the GovTech Programme, public sector entities had the opportunity to submit specific challenges within their areas of competence for which no adequate market solution currently exists, but which are assessed as solvable through the application of innovative solutions.

Companies are invited to review the published challenges and assess which of them they can address through the development of innovative solutions. The approved challenges will be the subject of the Public Call for Phase II of the GovTech Programme, the publication of which is planned for January 2026. Within Phase II, grants for the development and testing of solutions addressing the identified public sector challenges are planned.
Approval of challenges under Phase I of the GovTech Programme does not imply financing of all approved challenges. Projects proposed under Phase II will be subject to evaluation by an international Evaluation Committee, in accordance with predefined criteria, based on which decisions on the allocation of financial support will be made.
