The Government of Montenegro has adopted the Smart Specialisation Strategy of Montenegro 2026–2031, together with the Action Plan for the period 2026–2027.
As the overarching strategic framework for research, innovation and the development of a knowledge-based economy, the Strategy provides a basis for directing investments towards areas with the greatest development potential, strengthening the competitiveness of the economy, fostering collaboration between science and business, accelerating the green and digital transition, and building capacities for the effective use of EU funds that will become available to Montenegro upon its accession to the European Union.
The Strategy builds on the first Smart Specialisation cycle, ensuring the continuity of development policies based on knowledge and innovation.
The new Strategy identifies five priority domains:
- Nature- and Human-Centred Construction
- Energy and Sustainable Environment
- Sustainable Agriculture and Food Value Chain
- Innovative, Regenerative and Sustainable Tourism
- ICT and Digital Innovation
The Action Plan for 2026–2027 envisages 100 activities with a total value of EUR 94.7 million, aimed at strengthening the innovation ecosystem, supporting technological modernisation and promoting sustainable development.
