Program for strengthening the innovation of newly established or existing micro, small and medium-sized enterprises 2025.

Under this Public Call, eligible applicants are:

a) Newly established enterprises

b) Existing enterprises

falling into one of the following categories:

Newly established enterprises are enterprises established no more than five years before the date of submission of the project proposal. This does not apply to existing enterprises that are closed down and re-established for the purposes of the Public Call, or to enterprises established through a merger or demerger. The enterprise must have been established at least 30 days before the submission of the project proposal.

Enterprises must meet the following conditions:

• qualify as MSMEs, in accordance with the definition set out in Annex 1 to the GBER Regulation;
• be registered in the Central Registry of Business Entities of Montenegro;
• have their registered office in Montenegro;
• have fulfilled all obligations relating to the regular payment of taxes and contributions;
• not be subject to pre-bankruptcy, bankruptcy or liquidation proceedings, have suspended regular business activities, or be in a similar situation in accordance with national legislation;
• have positive equity in the balance sheet as of 31 December 2024. In the case of newly established enterprises founded in the year of submission of the application, whose financial statements have not yet been approved, interim financial statements — balance sheet and income statement — must be submitted from the date of establishment up to the end of the most recently completed month, in order to determine whether the enterprise qualifies as an MSME and has positive equity;
• not have received financial assistance from national or international public sources or donor programmes for the same activities covered by the project application. If the applicant has applied for funding from other state aid providers for the same eligible costs, it must submit a statement indicating the amount and status of such support.

Applicants must apply individually. Partner organisations and partnerships of any kind are not eligible.
