PUBLIC CALL FOR REGISTRATION IN THE ELECTRONIC REGISTER OF EVALUATORS

 

The Innovation Fund of Montenegro is announcing a Public Call for the purpose of establishing an electronic register of evaluators for providing support in the process of evaluation (selection) and monitoring of the implementation of innovation and research and development projects financed by the Fund. The mentioned support of the evaluator refers to all the calls of the Fund for Innovation, within which grants are awarded for innovation, research and development, regardless of whether they are financed from the state budget, European Union funds or other international funds.

 

Application for registration in the electronic register of evaluators

Registration applications are open to all individuals and to all scientific, technological and industrial fields. Applications are made via the online registration form at: www.programifonda.me (Please use Google Chrome or Mozilla Firefox).

When applying for registration in the electronic register, evaluators will select the priority areas within the scope of their work and within which the Innovation Fund classifies project proposals. Selection of at least one area is mandatory. Furthermore, in selected areas, evaluators can determine more sub-thematic priority areas, that is, research sub-disciplines within the scope of their work.

In addition to all of the above, the evaluator has the option to specify additional areas and competencies apart from the selected area of ​​expertise, as well as up to ten keywords that describe his area of ​​work in more detail.

 

Qualifications for registration in the electronic register of evaluators

In order to register, it is necessary that an individual cumulatively meets at least the following criteria:

1) education qualification level at least VII1 for domestic citizens, that is, the appropriate level that corresponds to this level for foreign citizens; 

2) three years of professional experience in the field of innovation or in the field of research; 

3) two years of experience in evaluating innovative or scientific research projects

In order to prove the stated conditions when registering in the electronic register, the evaluator submits a curriculum vitae and fills out an online application form.

Evaluators who applied for registration in the electronic register will be notified by the Innovation Fund about successful or unsuccessful registration (via e-mail).

 

Activities after registration in the electronic register of evaluators

In accordance with the dynamics of public calls and the foreseen evaluation process, the selection of evaluators registered in the electronic register is carried out. The selected evaluators will be contacted to check their availability in the required period of time, and they will be informed about the description of the tasks, duration and the amount of fee. If the evaluators thus selected confirm their availability and accept the other conditions, the Innovation Fund will sign agreements with them.

Before signing the Agreement, the Innovation Fund may ask the evaluator to submit the following documentation:

  • updated biography;
  • a diploma/certificate/document proving the level of education achieved and a certificate of relevant experience as well as other evidence of achievements in the scientific, technological or other field, published professional or scientific works and/or patents, as well as evidence of experience in evaluating projects in the relevant area;
  • certificate from the criminal records – a proof that the person has not been convicted for criminal offenses in the area of ​​property-legal relations
  • statement on confidentiality, impartiality and avoidance of conflicts of interest (Code of Conduct);
  • other documentation deemed necessary by the Innovation Fund.

By signing the Agreement with the Innovation Fund, the evaluator undertakes to perform the tasks specified in the Agreement.

The fee will be paid in accordance to the signed Agreement with the evaluator, after the performance of the contractual obligations, and the amount is determined by the Innovation Fund’s Internal Act. The fee refers to an individual project and is fixed for all project applications within that Call.

For an individual project, it is possible to appoint more evaluators in the evaluation (selection) process of project applications and monitoring project implementation due to the complexity of the project (in terms of state aid, finance or if the project includes several different scientific or technological areas, etc.).

The methodology for evaluating project applications and monitoring projects co-financed within the innovation programs of the Innovation Fund is determined by the rules of the individual call and the Rulebook on the evaluation process

 

Conflict of interest and maintaining data confidentiality

The evaluator must not be in a conflict of interest in relation to the innovation or research and development project in the process of evaluation or support for project monitoring, nor be business-related to the company whose project he evaluates or provides support in monitoring, that is, he must not be related or business-related to members or associates of the project team.

In the event that the Innovation Fund determines, on the basis of a signed declaration of confidentiality, impartiality and avoidance of conflicts of interest or in another way, that the evaluator is in a conflict of interest in relation to the specific project, the Innovation Fund is obliged to exclude the evaluator from the review of the disputed project with the discretionary right to exclude that evaluator from working on the entire Call. In the event of such termination of the contract, the evaluator is not entitled to compensation. In particular, the situation in which the evaluator participated in the preparation of any project proposal in any of its parts for a particular Call is considered a conflict of interest.

The evaluator is obliged to keep all the data he becomes familiar with during the execution of the task secret, regardless of the medium on which they are saved, and may only use them for the execution of the work.

The chosen evaluator signs the declaration on maintaining the data confidentiality and the absence of conflicts of interest (Code of Conduct) when signing the Agreement.
