The Innovation Fund of Montenegro has announced a Public Call for the second phase of the GovTech program, intended for companies and research organizations to develop innovative technological solutions tailored to the needs of the public sector. The total budget of the Public Call amounts to two million euros.
The GovTech program connects the public sector with the innovation ecosystem, with the aim of addressing specific public administration challenges through the application of modern technologies.
In the first phase of the program, public sector institutions submitted concrete challenges for which there are no adequate solutions currently available on the market. An expert commission of the Fund selected the challenges with the greatest potential to be addressed through innovative technological approaches. In the second phase of the program, companies and scientific research organizations have the opportunity to submit proposals for innovative solutions to the selected challenges. Projects selected after the evaluation process will receive financial support for prototype development, pilot testing, or adaptation of existing technologies to the needs of the public sector.
The Public Call represents an opportunity for companies and scientific research organizations to, with financial support, develop and test their solutions in cooperation with public institutions. The Innovation Fund invites interested entities to actively participate in the program and offer innovative solutions to concrete public sector challenges.
Eligible applicants under the Public Call are:

micro, small, and medium-sized enterprises (MSMEs), including start-ups;

organizations for research and knowledge dissemination, i.e. research organizations.
The maximum amount of funding per project depends on the type of solution:

up to EUR 200,000 for the development of a completely new solution that does not exist on the market;

up to EUR 100,000 for the development and adaptation of an existing solution to the needs of the public sector.
The grant may cover up to 80% of total eligible costs for companies, and up to 90% for research and knowledge dissemination organizations, while the remaining amount must be secured from the applicant’s own funds. Projects should result in technologies ready for practical application in the public sector, with a maximum project duration of up to 18 months.

Applications are submitted exclusively online, via the Fund Programs portal, no later than March 13, 2026, by 3:00 PM.
In order to provide additional support to interested applicants, the Innovation Fund is organizing an Info Day in Podgorica on Monday, February 9, 2026, starting at 10:00 AM, at the Montenegro Science and Technology Park (Unicorn Hall, 2nd floor).
During the duration of the Public Call, online “Open Doors” sessions will also be organized via the Zoom application. The access link will be published on the Fund’s website and social media channels.
